These cells where produced for the EV industry. In order to increase life span EV charges usually till only about 4.1V and discharge till about 3V. This means the available capacity is about 2500 mAh for this cell. (but life time is maybe twice as high).
For the convenience of their major customers, Samsung has marked this lower capacity on the box label, but the cell is a 29E and has 2900mAh if normally charged (or little less, capacity is little lower than the 29E6)
